SHIBA is a program of  the State Insurance Division, sponsored by Multnomah County.  Highly-trained volunteer counselors assist people with Medicare (or new to Medicare) with education about making the best use of their benefits.  In hour-long appointments SHIBA volunteers help people compare insurance options, untangle paperwork and problems, appeal benefit denials, and report Medicare fraud.
